ARBOLA is a proud participant in the USAID Mentor-Protege Program, which allows us to couple our extraordinary skill sets with the important development mission of the agency. Our mentor offers guidance and added expertise that enhances ARBOLA’s reach domestically and around the world to support more people with technology and development needs.


ARBOLA supports USAID under a 5-year agency-wide BPA contract with a ceiling value of $900 million to help USAID change the way it does business through partnership creation, an emphasis on innovation and a focus on results.  IT FORWARD’s primary objectives are to leverage IT systems and innovations to evolve the current IT environment to a more cost-effective, secure, mobile computing environment; increase data access; and improve communications.  USAID relies heavily on the IT systems and infrastructure to serve national interests and equitably distribute humanitarian assistance.

Vanguard Program.

ARBOLA supports the Vanguard Program, offering cyber-security reviews, network support, mainframe expertise, and help desk assistance.



ARBOLA supports FEMA’s National Continuity Programs under a 5-year IDIQ for Program and Mission Support Services (PAMSS). The work includes administrative support; test, training and exercise programs; software, systems, and telecommunications engineering support; audit support; financial and internal controls; property management support; OMB 300 support; acquisition support; outreach support; and professional subject matter expertise.

Transportation Security Administration.

ARBOLA supports TSA’s Operational Applications Support and Information Services (OASIS II) contract, offering full service enterprise-focused applications development capabilities where IT serves are delivered through state-of-the-art, service-enabled IT software systems and dynamic computing environments.

DHS Headquarters.

ARBOLA supports the DHS Continuous Diagnostic and Mitigation (CDM) contract to provide specialized information technology tools and services to combat cyber threats in the civilian “.gov” networks and various network endpoints, including mobile devices. The CDM program shifts the government’s cybersecurity posture from a compliance reporting model to a real-time approach to combating threats.



ARBOLA supports the Veterans Administration Transformation Twenty-One Total Technology (VA-T4) Program. T4 is a 5-year IDIQ contract that enables VA to modernize services through transformational capabilities, systems engineering, and other solutions that span the entire range of lifecycle-based IT including cybersecurity, LAN/WAN management, and technical facilities support. ARBOLA supports extensively the Veterans Benefit Management System (VBMS).

VA-Internal Controls.

ARBOLA supports the VA Internal Controls Service office with support under a five-year agreement for implementation and compliance assessment, monitoring, auditing, testing, and remediation services in accordance with OMB Circular A-123, Appendix A and Appendix D, and related statutory, regulatory, policy, and program requirements.



ARBOLA supports the U.S. Department of Justice through the seven-year Information Technology Support Services 4 (ITSS-4), an IDIQ vehicle that spans 42 different IT support services for federal agencies.


ARBOLA supports automated litigation support services under the DOJ MEGA-4 contract. The contract helps attorneys acquire, organize, develop, and present evidence through the course of litigation, from pre-filing investigation, through complaint, discovery, and trial, through post-trial briefs and the appeals process. ARBOLA offers document acquisition, database creation, database utilization, electronic data acquisition and production, pre-trial and trial support, resource planning and implementation, specialized professional services, contract and project management, and legal support.


ARBOLA supports the FBI’s Information Technology Services Contract (ITSC), a five year IDIQ that focuses on (1) network architecture and engineering; (2) IT software deployments; (3) operations and maintenance; (4) enterprise content management; (5) vulnerability management; (6) disaster recovery and COOP; and, (7) knowledge management.



ARBOLA holds a 10-year Seaport-e IDIQ schedule for supporting NAVSEA on a wide range of engineering, technical, and programmatic services and solutions for the Virtual SYSCOM (NAVSEA, NAVAIR, NAVSUP, SPAWAR, Strategic Systems Program (SSP), NAVFAC) as well as Commander, Naval Installations (CNI) and the US Marine Corps.
